The hotel is subordinate to Zhejiang Tourism Investment Group Co., Ltd. and is a backbone enterprise in the tourism industry of Zhejiang Province. The hotel was built in 1970 as Lin Biao's palace at that time, referred to as the "704" project for short. After the completion of the hotel, many central leaders stayed in admiration. In 2003, in response to the call of the municipal government for the West Lake to enter the west, some of its buildings were demolished, and an ideal garden style leisure resort hotel on the West Lake was built on the basis of the original site.
